4. CREATE Salary Bands

South Carolina simply must find a way to pay
good teachers more. The typical pay scale
that rewards only time in grade and level of
education cannot do that. One method is
to introduce Salary Bands for the teaching
profession. If properly instituted, Salary or Pay
Bands can reward effective teaching.
